I think you have another option... You could get a piece of white fabric to put on the underside of the tear, probably want to use some lightweight iron-on adhesive. Anyway, cut the piece (for the underside) so its big enough to reach the cute decorative stitching below the tear (both the little circle flower things. Cut the top of it to match the scallop edge, leaving 1/16" out for stitching. Then follow the scallop edge slowly with a straight stitch, attaching the bottom piece to the dress. Finally, finish that edge using a very tight zig zag stitch, being sure to get all the way into the tear, if you don't do a tight zig zag over that part, it will continue to fray. Then tack the underside piece, with 3-5 stitches by hand in the little flower/circle things. Maybe that sounds like a lot of work, but I think you can keep the scallop edge doing it this way.
